  17. <p>     Western frustration with Israel may be running deeper than
  18. top diplomats are willing to admit publicly. In a stinging
  19. private speech before an Anglo-Arab group, David Gore-Booth, the
  20. British assistant under secretary for Middle Eastern affairs,
  21. declared that in its handling of the occupied West Bank and
  22. Gaza, Israel is little or no better than any other Middle
  23. Eastern state in terms of its militarism, standard of democracy
  24. and denial of human rights. The Foreign Office expert attributed
  25. the instability of the region to "Israel's refusal to allow the
  26. Palestinians to have the same rights as those they claim for
  27. themselves." After his unusually candid comments surfaced in the
  28. British press, Gore-Booth was quick to call them his "personal
  29. views." But the senior diplomat was not even reprimanded.
